Good question. I've done more spikes than hawks in my day, but for both I've found the best thing is to use a really strong hair spray (like a finishing spray - hard hold... and I prefer pump action instead of aerosol) on clean, dry hair. Clean, dry hair worked better for me because oily hair, or hair with other products in it, tends to be heavier and bends more... and it also resists hair spray to an extent.
I also had a trick where I would hang a hair dryer upside down on something... maybe a hook in the bathroom or a closet door... so that the nozzle is at the height of my head. I would then turn it on low, medium heat. That way, I could spray my hair and use both hands to form it into shape (a hawk or spikes) while the hair dryer created some hot air around it.
I'd hold my hair in place until it got hard. If I wanted the hawk to be nice and uniform then sometimes I would use a comb for the first few seconds while it's hardening (combing outward from the scalp to the tip of the hair). If I used the comb for too long, however, then the hawk got raggedy. But you might like that effect too. It just depends on your preference.
If your hair is short enough then you might be able to form the entire hawk at once. If it's longer then you might have to do it in sections - top, middle, back, etc. Also, I found that it doesn't take a whole lot of hair spray to get it to stay. I guess that would take some trial and error, but I would start with a light spray and, after it hardens with that, give it another light spray to reinforce it. I've made the mistake of spraying too much at once (thinking "more is better"), but what actually happened is that my hair got too full of spray and started clumping together and it got heavy... which made it hard to put up.
Of course, these tips are assuming that you're doing all of the work yourself. If you have a partner to help you then that can make things easier... especially to hold the hair dryer... because then they can focus the hot air on more specific spots to get them to dry quicker and more thoroughly. Or vice versa - you could hold the dryer while they shape your hair.
And finally, when it comes to hair spray, I'd get something that washes out fairly easily. I spent many nights in the shower just "standing there" waiting for hair products to dissolve out of my hair under the water. Some hair products are really thick like glue, and those take forever to wash out sometimes. If I was in the shower and I got too impatient and started trying to rinse the product out vigorously before it had softened up enough, then my hair turned into dreadlocks and I'd have to cut the tangles out. And when you have precious little hair to work with as it is, then that can be devastating.
Anyway, those are just some methods that I've discovered the hard way. Like I said, I've done more spikes than hawks for the most part, and with spikes you do each one individually anyway, so it's a bit different in that respect. You might find someone on this site who has a hawk you like and ask them how they do it. I bet they'd be happy to offer suggestions since, after all, that's what this site is about. They may have better ways of doing it as well.
