I'm assuming sparky is the blonde one? If so, LOTS of teasing and hairspray is your answer.

well, im also in the psycho scene

and for big quiffs like that you can do some teasing

or also just comb and hairspray

whatever you can find more examples of cool quiffs

yes it's just teasing and hairspray. i wear mine like this some times, mine doesn't looks as good though because mine is cut thinner. but what i do is tease the hell out of it spray it, then with a skinny course haired brush  pull in up into a fan and blow dry it it like you woud do if you are putting up a regular fan.
