NO, what you can do instead of pleading guilty ir not guilty you can plead for community service hours. i cant remember what its called. you would have to look it up. but instead of having a fine you just do community service hours. my friend did it when he got pulled over without a seat belt on. it works. they dont want people knowing about it but it works
